Drinking on campus is a problem that affects most college students, either directly or indirectly. I, for one, am against drinking on campus. As a student of Stevens Institute of Technology, I can say that drinking on campus is as rampant as a fire in a toothpick factory. Several friends of mine at colleges around the country tell me that their schools face the same problems. Here, at Stevens, much to the college communitys surprise, we had a snow day in February. The night before our well-deserved day off, a Tuesday, most of the general Stevens populous got drunk. That wouldnt have been so bad if everyone locked themselves in their rooms and drank to their livers content, but it was not so. In addition to getting wasted, everyone partied all night, with music blasting and partiers yelling. Needless to say, it wasnt a good night for anyone trying to get some sleep. The whole night wasnt wasted though; it was fun watching inhibition-less people wander around. On a trip to the bathroom, I saw one guy making a fool of himself trying to get together with this girl. Ten minutes later, that same person walked into my room and sat down on my chair. He then told me to get out of his room. A friend of mine had a similar experience. A drunken resident stumbled into his room and fell down on his bed, saying, I think Ill crash here tonight. Luckily, he got up and decided to leave before my friend beat the alcohol out of him. Upon reaching the door, it took him a good 10 seconds before he realized that the knob was on the other side. While I realize that college students generally dont have it easy and they need to unwind every now and then, large consumption of alcohol simply isnt the answer. I suppose its OK to go out and have a drink every now and then, but many people take that to an extreme. Plain and simple, the statistics disfavor drinking on campus. Perhaps the most stunning statistic is the fact that fourteen-hundred college students between the ages of eighteen and twenty-four die each year from unintentional, alcohol-related injuries, the majority of which includes car crashes. Thats not surprising when coupled with the fact that 2. 1 million students drove under the influence last year. Five hundred thousand more are inadvertently injured under the influence of alcohol and six hundred thousand students are assaulted by another student who has been drinking. Approximately twenty-five percent of college students accredit low academic performance to alcohol and thirty-one percent of students met criteria for a diagnosis of alcohol abuse. Another huge impact of alcohol is sexual abuse. In excess of seventy-thousand students fell victim to alcohol-related rape and sexual assault. Four hundred thousand students had unprotected sex and twenty five percent of them say they were too drunk to even remember if they consented to it. Property damage is another plague brought unto colleges by alcohol abuse, especially here at Stevens, where several card-readers that allow access to residence halls were destroyed on several occasions. Around eleven percent of student drinkers say they have committed vandalism of property while drunk. Many administrators also report that their campuses have an increasing problem with alcohol-related property damage. Alcohol inevitably leads to health problems. More than one hundred and fifty thousand students develop alcohol-related health problems and almost 1. 5% of these students have attempted suicide. Five percent of college students are involved with the police for alcohol-related issues and an estimated one hundred and ten thousand students have been arrested as a result of their drinking. In conclusion, although I recognize the pro- side to this debatable issue, I think that the consequences of drinking far outweigh the pleasures. Drinking should not be allowed on college campuses.

Cognitive behavioral therapy

I will present a summary of both approaches followed by critical reflection upon their exceptive origins, similarities, differences and usage in practice. Carl Rogers, originator of the person-centered approach, conceived it in the late 1 sass at a time when the therapeutic establishment was dominated by psychoanalysis, which holds that psychological problems result from childhood fixations and biological drives buried in the unconscious mind, and behaviorism, which focuses on the annalistic mechanism of habits developing as a reaction to stimuli.Rogers disagreed with these approaches' conception of the client as ‘weak' or ‘broken' and the therapist as the expert with the tools to ‘fix' him Cashmere, 201 1). Conversely, the person-centered approach is thought to be rooted in three interrelated philosophies (Cashmere, 2011 humanism, existentialism and phenomenology. Humanism is fundamentally a belief in the dignity and worth of each individual, and that each person i s engaged in a struggle towards ‘self-actualization', I. E. Fulfillment of potential in some way, which should be acknowledged and respected.Existentialism holds that there is no objective truth or meaning and that humans are therefore ‘condemned to be free', with total responsibility for creating meaning in our individual lives, and homogeneity is a related method of social/philosophical enquiry concerned with understanding the subjective reality experienced by each individual. Drawing on these influences, Rogers developed a number of key tenets of person-centered counseling, three of which he dubbed the ‘core conditions of therapeutic change'.These are that, firstly, the therapist experiences ‘unconditional positive regard' for the client; the client is made to feel that everything he feels and expresses is equally acceptable, important and valued. Secondly, the therapist experiences an 'empathic understanding' of he client, which means that as the client i s talking, the therapist accurately senses his feelings and personal values – including those he may not be directly aware of.Thirdly, the therapists unconditional positive regard and empathic understanding must be effectively conveyed to the client (Rogers, 1957, cited in Ballasting Dyke's, 2010). Page 1 of 6 These tenets serve to emphasis the role of the therapist in facilitating the client's achievement of ‘self-actualization' -becoming a psychologically mature adult who is at ease with their experiences and trusts their own inner sources to help them cope with difficulties. As in phenomenology, the therapist is concerned with understanding the world as perceived by the client.To work within the ‘core conditions', a therapist must act as another human being rather than an ‘expert' and must avoid projecting his own personal meanings onto the client's situation at all costs, although he should remain aware of them as part of his own humanity. Rogers' theory is that the therapeutic relationship, rather than any specific technique or treatment, will itself facilitate change. He believed that any diagnosis or goal-setting only objectifies clients, and that individual meanings should be treated as the â€Å"highest authority† (Ballasting Dyke's, 2010).The person-centered approach also offers a theory explaining the origins of unbearable emotional distress. Where there is a conflict between how a person feels, or is (the ‘organism self') and how he thinks he should feel, or be (the ‘self-concept'), the result is ‘incongruence'. When a person is incongruent, he is experiencing thoughts and feelings that are unacceptable according to his self-concept. This results in the employment of deference mechanisms such as repression, distortion or menial of feelings, alongside escalating confusion and unhappiness.In person- centered counseling, the therapist models congruence – he is being himself and his experiences m atch what he communicates to the client – and his ‘unconditional positive regard' is intended to help the client begin to accept all aspects of himself and thus move towards congruence (Ballasting Dyke's, 2010). Mindfulness, contrastingly, is not primarily a therapy in itself (although there are types of therapy based solely upon Buddhist teachings) but rather a method of dealing with suffering which has been integrated into several types f therapy, notably cognitive-behavioral therapy (CB).An integral part of Buddhist philosophy, mindfulness is a translation of a Pail word meaning ‘recollection'. To ‘recollect' an awareness of the present moment means observing, without judgment, present thoughts, feelings, sensations and wider context. Crucially, this includes any kind of emotional discomfort or suffering. It is posited that many people strive to keep themselves feeling safe, protecting themselves from the things they fear and trying to attain the things t hey value and desire.People crave what they don't have and grasp onto what they do -? forming emotional attachments to ideas, possessions or people in order to distract themselves from the reality of life, which is that it involves suffering and will end in death (Barker, 2010). Hayes (2005, cited in Barker, 2010) uses the phrase ‘psychological quicksand' to describe the way we can â€Å"sink deeper into our feelings† when we try to struggle against them. To struggle Page 2 of 6 against uncomfortable feelings, whether by distracting ourselves or by trying to force them to change, only deepens and exacerbates conflict and anguish.Furthermore, when controlling or avoiding feelings does not work and we are arced to acknowledge them, we may over-identify with them, view them as permanent and feel trapped within them. Acceptance is the first essential element of mindfulness; instead of â€Å"feeling sad about feeling sad†, the alternative is to accept difficult feelin gs, gently and curiously, as only part of the whole moment. ‘Being present' is the second element; this involves striving, through practice, to focus our attention upon the present moment.Ruminating over the past may result in our processing current thoughts and feelings as part Of an overall narrative, which impedes our understanding hem purely for what they are, and focusing on future goals prevents us from seeing that we will never be fully satisfied; happiness can only be in the endeavourer, in the present moment. The third element is awareness. Becoming deeply aware of thoughts and thought processes means that we avoid becoming ‘carried away' by automatic processes at the expense of reason and control.Mindfulness is often practiced using meditation but can be employed as part of therapy or in the context of day-to-day activities (Barker, 2010). The most striking similarity to note IS the resonance between the mindfulness-related expression ‘psychological quick sand' and the person- centered concept of ‘incongruence'. Essentially, both approaches locate the cause of suffering in the discrepancy between how people truly feel, or truly are, and how they believe they should feel or should be.Accordingly, both approaches advocate acceptance and legitimating of all parts of the self, although the person-centered approach perceives this as being facilitated by the therapeutic relationship, whereas in mindfulness it occurs as a result of practicing ‘acceptance', ‘being present' and ‘awareness' via techniques such as dedication. Shown (1996, cited in Barker, 2010) argues that it was the resonance between some humanistic and Buddhist ideas that led to Buddhism rising popularity in Western culture since the 1 sass; mindfulness theories applied in the West are thus at least somewhat related to the humanist approach.Certainly the two approaches share a belief in phenomenological subjectivity and the harmfulness Of hierarchical, inflexible doctrines. However, at first glance, mindfulness may appear more ideologically-based. Where the person-centered approach focuses on the individualized ‘organism self' failing to reach the self concept', mindfulness takes a firmer stance in that it emphasizes the harmfulness of all ‘craving or ‘grasping, in all human beings, as a denial of the realities of suffering and death. Page 3 of 6 These aspects of the two approaches appear diametrically opposed.Should suffering people focus on themselves, or should they move towards focusing on the whole context surrounding them in order to gain perspective? Mann Bazaar is a person-centered therapist who, more recently, has incorporated mindfulness techniques as part of his practice (Bazaar, 2009). He emphasizes the â€Å"erosion† of self that a mindful examination of the self can ring about: ‘What meditation eventually does to one person is to leave one's identity†¦ That destroys the very found ation of our western society which is founded on ego, on self, on acquiring†¦The more I'm aware, the more I look around, the more I see the full implication of suffering' (Open University, 201 AAA). Barker (2010) similarly argues that being in a state of mindful awareness is an appropriate foundation for action, and that letting go of ‘craving' and ‘grasping' lessens selfish behavior in relationships. The person-centered approach has attracted criticism for supposedly being â€Å"theory-thin† (Cashmere, 201 1). However, as has been shown, it is rooted in humanism, existentialism and phenomenology', and was developed as a challenge to the authoritarian, dogmatic approaches that were prominent at the time.Carl Rogers is overwhelmingly regarded as the most influential figure in the therapy field, even among practitioners of cognitive-behavioral therapy (Barber, 2007, cited in Ballasting Dyke's, 201 0); regardless Of approach, most practitioners today recognize t he importance of the relationship between therapist and client, as well as the need to create equilibrium within this relationship rather than allowing the therapist to Edgar him or herself as the ‘expert' (Kowtow and Saffron, 2007).Pinker (2011) argues that the evolution of value systems in the direction of humanism has been a momentous general historical trend. Person-centered counseling, which reveres the inherent worth and inalienable rights of the individual and disdains arbitrary authority in favor of a more egalitarian outlook, rose to prominence as part of this trend. Pinker contends that, since the end of the Second World War, humanism has been the unquestioned foundation of most Western people's values; so much so that it is easy to forget it is a theory.The historical significance of humanism in general, and Carl Rogers in particular, should not be discounted. However, since Rogers' theories were developed in the sass, it seems timely to examine them and question wh ether they might be refined. Wood (2008) highlights some criticisms that have been made in recent years: May (1982, cited in Wood, 2008) ‘took Rogers to task for asserting the sovereign freedom of the individual and then blaming society for the individual's woes†.The person- centered approach, which takes an extremely positive view of human nature (all humans are engaged in a struggle towards self-actualization, and only deed Page 4 of 6 to be facilitated to achieve their potential), does not adequately address personal responsibility or the collective good. To value and revere an individual's needs above all else is to ignore, for example, ecological problems that result from people proportioning their own wants and needs.In my view, Rogers' reverence of the therapeutic relationship is also problematic. To feel and communicate positive regard and empathic understanding to such an extent that the client feels transformed by it, may only be achieved in certain circumstanc es. Maureen Moore, a preconceived counselor, describes her allegations with a client who was feeling alienated from others as a result of being mixed-race: â€Å"I've experienced some of this myself, so in a sense I was able to be more empathic† (Open University, Bibb).The success of the therapeutic relationship may at least partly depend on the therapists experiences and personality compared to the client's, and while this criticism applies to all types of therapy, it is particularly pertinent in the case of an approach which venerates the relationship as the therapy, rather than any technique or process.It may be that the person-centered approach works best n cases where a profound understanding does develop (perhaps as a result of shared experience between the therapist and the client) and/or where the client is new to the experience of being fully listened to and accepted. Overall, I feel more drawn to the mindfulness approach: the person-centered idea of accepting the wh ole self has been refined and conveyed more clearly, without the need for jargon such as ‘incongruence', there is less weight placed upon the therapeutic relationship and it addresses the wider context rather than focusing on the self.Additionally, mindfulness techniques have been hon. to have wide-ranging applications; dialectical behavior therapy, for example, is a variant of CB which focuses on patients' cognitive styles while simultaneously teaching mindfulness strategies for management of their mental states, and which evidence suggests is effective for patients with borderline personality disorder. Mindfulness as part of a structured approach may be Of particular benefit to people with chaotic inner lives (Roth and F-Nagy, 2005).

Ajanta and Ellora are the pride of Maharashtra

INTRO Ajanta and Ellora are the pride of Maharashtra. The rock-cut caves of both these sites are world famous and illustrate the degree of skill and artistry that Indian craftsmen had achieved several hundred years ago. Ajanta dates from 100 B. C. while Ellora is younger by some 600 years. The village of Ajanta is in the Sahyadri hills, about 99 kms. From Aurangabad; a few miles away in a mammoth horseshoe-formed rock, are 30 caves overlooking a gorge, `each forming a room in the hill and some with inner rooms.Al these have been carved out of solid rock with little more than a hammer and chisel and the faith and inspiration of Buddhism. Here, for the Buddhist monks, the artisans excavated Chaityas (chapels) for prayer and Viharas (monasteries) where they lived and taught. Many of the caves have the most exquisite detailed carvings on the walls, pillars and entrances as well as magnificent wall paintings. CONCLUSION In their range of time and treatments they provide a panorama of life in ancient India and are a source of all kinds of information†¦ air styles, ornaments, textiles, musical instruments, details of architecture, customs etc. It was from this collection of classical Indian art that a particular style was formed that traveled with Buddhism to many parts of the world. Similar paintings can be seen in Sigiriya in Sri Lanka, Bamiyan in Afghanistan, temples and shrines in Tibet, Nepal, China and Japan. Royal patronage made Ajanta possible. Professional artists carried out much of the work and each contributed his own individual skill and devotion to this monumental work.Visitors often ask how the artist who painted the detailed frescoes and chiseled out the intricate carvings, managed to work in the dark interiors of the caves. It has been noticed that the caves are illuminated by natural light for part of the day and it is presumed that metal mirrors or sheets of white cloth were used to reflect sunlight into the inner recesses. They are cut into the volcanic lava of the Deccan in the forest ravines of the Sahyadri Hills and are set in beautiful sylvan surroundings. These magnificent caves containing carvings that depict the life of Buddha, and their carvings and sculptures are considered to be the beginning of classical Indian art. PG2 , India are 30 rock-cut cave monuments which date from the 2nd century BCE to the 600 CE.The caves include paintings and sculptures considered to be masterpieces of Buddhist religious art (which depict the Jataka tales) as well as frescos which are reminiscent of the Sigiriya paintings in Sri Lanka. The caves were built in two phases starting around 2nd century BCE, with the second group of caves built around 600 CE. It is a protected monument under the Archaeological Survey of India. The caves vary from 35ft to 110ft in height. The caves of Ajanta consist of Viharas or Monasteries and Chaitya Grihas or monument halls cut into the mountains in two phases. The monasteries are of various sizes the tallest being of 52ft.The monasteries were used by the Buddhist monks for meditating and studying Buddhist teachings. They are mostly square shaped and projects didactic, devotional, and ornamental paintings from Jataka Tales and life of Gautam Buddha, contemporary people, kings, slaves, flowers, plants, fruits, birds and beasts. There are also the figures of yakshas, kinneras (half human and half bird) gandharvas (divine musicians), apsaras (heavenly dancers) seen in several wall paintings and sculptures and also art and architecture of the 3rd AD Gupta Dynasty. The 1st, 2nd, 16th and 17th caves can be rated as the greatest artistic works.Pg 4&5,6 First period This is a Buddhist community, comprising five sanctuaries or Chaitya-grihas (caves 9, 10, 19, 26 and 29) and monastic complex sangharamas or viharas. A first group of caves was created in the 2nd century BC: the chaitya-grihas open into the rock wall by doorways surmounted by a horse-shoe shaped bay. The ground plan is a basilical one: piers separate the principal nave from the side aisles which join in the apsis to permit the ritual circumambulation behind the (commemorative monument). This rupestral architecture scrupulously reproduces the forms and elements visible in wooden constructions.According to Spink (2006), the first phase was the construction of sanctuaries (known as chaytia-grihas) built during the period 100 BCE to 100 CE, probably under the patronage of the Satavahana dynasty (230 BCE – c. 220 CE) in the canyons of the Waghora River. The caves 9, 10, 12 and 15A were constructed during this period. [5] Murals preserved from this time belong to the oldest monuments of painted art in India. [edit]Second period A second group of caves was created at a later date, the 5th and 6th centuries AD, during the Gupta and post-Gupta periods.These caves were excavated during the supremacy of the Vakatakas and Guptas. According to inscriptions, Varahadeva, the minister of the Vakataka king, Harishena (c. AD 475-500), dedicated Cave 16 to the Buddhist sangha while Cave 17 was the gift of the prince, a feudatory. An inscription records that the Buddha image in Cave 4 was the gift of some Abhayanandi who hailed from Mathura. Scholars disagree about the date of the Ajanta Caves' second period. CAVE 7 This monastery (15. 55 X 31. 25 m) consists of a sanctum sanctorum, an oblong open hall with two small porticos supported by heavy octagonal pillars and eight cells. Other sculptural panels include Miracle of Sravasti, seated Buddha under the protection of Nagamuchalinda, etc.CAVE8,9 PG 13,14,14. 5 CAVE 8 This is an unfinished monastery (15. 24 X 24. 64 m) at Ajanta, located at the lowest level and perhaps earliest among the monasteries. Major portion of the frontage has been swept away by a landslide. CAVE 9 This apsidal chaityagriha (18. 24 X 8. 04 m) is datable to second century B. C. and belongs to the Hinayana phase of Buddhism. The chaityagriha consists of an entrance door, two side windows, central hall, nave flanked by side aisles (pradikshana) on either side separated by a row of 23 pillars and a stupa , the object of worship.The chaityagriha exhibits reproduction of wooden architectural styles, in the form of inward tapering octagonal pillars, evidence of fixing wooden beams ; rafters, etc. The chaitya was in use during later period also as indicated by the sculptures of Buddha on the facade and side walls facing the court. Inside the chaitya is seen two layers of paintings, the earlier dating back to the second half of 1st century B. C. and the alter to 5th – 6th centuries A. D. Cave 9 – One of the earliest prayer hall caves, notable for its arched windows that let softly diffused sunlight in the cave.This Theravada cave also features a large stupa. CAVE 10 In April 1819, John Smith, a British Army Officer noticed the huge arch of this cave from the view point which ultimately led to the discovery of Ajanta Caves. This cave is the earliest chaityagriha at Ajanta. A Brahmi inscription on the facade dated to the 2nd century B. C. reads ‘Vasithiputa Katahadiâ₠¬â„¢. The cave (30. 5 X 12. 2 m) consists of a large central hall, nave flanked by two aisles (pradikshana) separated by a row of 39 octagonal pillars and a rock stupa at the apsidal end, the object of worship.The cave consists of two period of paintings, the earlier dated to 2nd century B. CAVE 11,12,13,14-PG 15, CAVE 11 This monastery (19. 87 X 17. 35 m) datable to beginning of fifth century A. D. onsists of a hall with six cells and a long bench, a pillared verandah with four cells, a sanctum sanctorum. Buddha in preaching attitude is housed in the sanctum against an unfinished stupa. Few paintings that available h ere depicts Bodhisattvas, figures of Buddha, etc. CAVE 12 This Hinayana monastery consists of a hall (14. 9 X 17. 82 m) the front wall is completely collapsed sided by twelve cells arranged on three sides. An inscription on the back wall of the monastery records the gift of this cave by one merchant Ghanamadada and palaeographically datable to 2nd – 1st century B. C. erhaps slightly later than Cave 10. The cell frontage are decorated with chaitya window motifs above the door opening. CAVE 13 This is a small monastery and belongs to the first phase. It consists of an astylar hall with seven cells on three sides. The cells are provided with rock-cut beds. CAVE 14 This unfinished monastery (13. 43 X 19. 28 m) was excavated above Cave 13 at a higher level. It was originally planned on a large scale. The depiction of sala bhanjikas on the top corners of doorway is beautifully depicted. Cave 15,15a,16,17-pg 16,17,18 CAVE 15 The monastery (19. 62 X 15. 8 m) consists of an astylar ha ll with eight cells, an antechamber, sanctum sanctorum and a pillared verandah. The sculptural depictions include Buddha in various postures, seated Buddha on simhasana inside the sanctum sanctorum. The traces of paintings indicate that it was originally painted. CAVE 15A Smallest of all the excavations at Ajanta this cave consists of a small central astylar hall with one cell on three sides. The front wall had an inscription in shell characters (which is now lost). The hall is relieved with chaitya window pattern rising from vedica pattern. CAVE 16According to an inscription found here, the excavation of this cave was caused by Varahadeva, the minister of Vakataka king Harishena (circa A. D. 475-500). The cave (19. 5 X 22. 25 X 4. 6 m) which is a monastery consists of a central hall surrounded by 14 cells on three sides, vestibule and a sanctum for Buddha image. The important painted themes depicted are the conversion of Nanda; Miracle of Sravasti; Maya’s dream; and certain incidents from the life of Buddha. The Jataka stories depicted are Hasti, Maha-ummagga, Maha-sutasoma. Painted inscriptions can also be noted inside the caves. CAVE 17A Brahmi inscription found here records the excavation of this cave by a feudatory prince under Vakataka king Harishena. This monastery (34. 5 X 25. 63 m) consists of a spacious hall surrounded by 17 cells on three sides, a vestibule and a sanctum containing the image of Buddha. The cave houses some of the well preserved paintings of the Vakataka age that includes Vessantara Jataka (right of door), a huge and gigantic wheel representing the ‘Wheel of Life’; flying apsara (to left of door), subjugation of Nalagiri (a wild elephant) by Buddha at Rajagriha, Buddha preaching to a congregation.The Jatakas depicted here are Chhaddanta, Mahakapi (in two versions), Hasti, Hamsa, Vessantara, Maha-Sutasoma, Sarabha-miga, Machchha, Mati-posaka, Sama, Mahisa, Valahass, Sibi, Ruru and Nigrodhamiga. CAVE 19 This chaityagriha (16. 05 X 7. 09 m) is datable to fifth century A. D. and could be the gandhakuti. The stupa is carved with a standing image of Buddha 7.This cave is known for it sculptural grandeur of the facade and particularly the two life size Yaksha images on either sides of the chaitya vatayana (arch). The hall has painted depictions of Buddha in various postures. CAVE 20 A pillar less monastery consists of hall (16. 2 X 17. 91 m) cells, sanctum sanctorum and a pillared verandah datable between A. D. 450 and 525. A Brahmi inscription in the verandah records the gift of the mandapa by one Upendra. Buddha in preaching attitude is housed in the sanctum. The sculpture of seven Buddhas accompanied by attendants is another important sculptural panel in this cave.CAVE 21 This monastery (28. 56 X 28. 03 m) cons ists of a hall with twelve pillars and twelve cells on three sides, sanctum sanctorum, pillared verandah (pillar’s restored now). Cave 22,23,24,25-pg 21 CAVE 22 This monastery (12. 72 X 11. 58 m) consists of an astylar hall four unfinished cells, sanctum sanctorum and a narrow verandah. Buddha seated in pralamba-padasana is carved on the back wall of the shrine.The sculptural depiction of Buddha in different forms, painted figures of Manushi-Buddhas with Maitreya can be noticed here. CAVE 23 This is an unfinished monastery (28. 32 X 22. 52 m) and consists of an astylar hall, sanctum sanctorum, antechamber ; side cells and a pillared verandah. The cave is known for the rich decoration of pillars and pilasters and the naga doorkeepers. CAVE 24 This is an incomplete monastery (29. 3 X 29. 3 m) and second largest excavation at Ajanta after Cave 4. The plan consists of a hall with pillared verandah and sanctum sanctorum.A chapel with pillared porch is excavated outside the verandah. The sanctum houses a seated Buddha in pralamba-padasana. CAVE 25 This monastery (11. 37 X 12. 24 m) consists of an astylar hall, pillared verandah and an enclosed courtyard and excavated at a higher level. Two cells are noted on the left end of the verandah and the hall has no cells. The hall is devoid of shrine. CAVE 26,27,28,29-PG 22/PG22,23 CAVE 26 This chaityagriha is quite similar to Cave 19, but of a larger dimension (25. 34 X 11. 52 m) and more elaborately and exquisitely provided with sculpted figures.An inscription (A. D. 450 – 525) found on the wall of the front verandah records the gift of this chaityagriha by a monk Buddhabhadra, a friend of Bhavviraja, a minister of the king of Asmaka (Vidarbha). The chaityagriha consists of a hall, side aisles (pradikshana) and a rock-cut stupa front by an image of Buddha. The facade, the inner pillars, the triforium (between pillars and roof arch), aisles side walls are extensively carved with images and decorative designs. However, the most striking and prominent image is that of Mahaparinirvana of Buddha on the right aisle wall nd the assault of Mara during Buddha’s penance adorns the same wall. CAVE 27 This cave could have been part of Cave 26 and it consists of two storeys, the upper one partially collapsed. The monastery consists of a hall with four cells, antechamber and sanctum sanctorum. Buddha in teaching attitude is housed inside the sanctum. CAVE 28 This is an unfinished monastery of which only the pillared verandah was excavated. CAVE 29 This is an unfinished chaityagriha (22. 8 X 12. 84 m) in its first stage of excavation and located at the highest level, located between Caves 20 and 21. Ending-pg 24 Ajanta and Ellora are the pride of Maharashtra INTRO Ajanta and Ellora are the pride of Maharashtra. The rock-cut caves of both these sites are world famous and illustrate the degree of skill and artistry that Indian craftsmen had achieved several hundred years ago. Ajanta dates from 100 B. C. while Ellora is younger by some 600 years. The village of Ajanta is in the Sahyadri hills, about 99 kms. From Aurangabad; a few miles away in a mammoth horseshoe-formed rock, are 30 caves overlooking a gorge, `each forming a room in the hill and some with inner rooms.Al these have been carved out of solid rock with little more than a hammer and chisel and the faith and inspiration of Buddhism. Here, for the Buddhist monks, the artisans excavated Chaityas (chapels) for prayer and Viharas (monasteries) where they lived and taught. CONCLUSION In their range of time and treatments they provide a panorama of life in ancient India and are a source of all kinds of information†¦ air styles, ornaments, textiles, musical instruments, details of architecture, customs etc. It was from this collection of classical Indian art that a particular style was formed that traveled with Buddhism to many parts of the world. Similar paintings can be seen in Sigiriya in Sri Lanka, Bamiyan in Afghanistan, temples and shrines in Tibet, Nepal, China and Japan. Royal patronage made Ajanta possible. Professional artists carried out much of the work and each contributed his own individual skill and devotion to this monumental work.Visitors often ask how the artist who painted the detailed frescoes and chiseled out the intricate carvings, managed to work in the dark interiors of the caves. CAVE 6 This is a double storeyed monastery (16. 85 X 18. 07 m) consisting of hall, sanctum sanctorum and a pillared hall in the lower storey and a hall with cells, subsidiary cells and sanctum sanctorum in the upper storey.Buddha in preaching attitude is housed in both the shrines. The depiction of Miracle of Sravasti and Temptation of Mara are the imp ortant paintings. Sculptural depiction of Buddha in various attitudes and postures can also be noticed here. CAVE 7 This monastery (15. 55 X 31. 25 m) consists of a sanctum sanctorum, an oblong open hall with two small porticos supported by heavy octagonal pillars and eight cells. Buddha in preaching attitude is housed inside the sanctum. Other sculptural panels include Miracle of Sravasti, seated Buddha under the protection of Nagamuchalinda, etc.CAVE8,9 PG 13,14,14. 5 CAVE 8 This is an unfinished monastery (15. 24 X 24. 64 m) at Ajanta, located at the lowest level and perhaps earliest among the monasteries. Major portion of the frontage has been swept away by a landslide. CAVE 9 This apsidal chaityagriha (18. 24 X 8. 04 m) is datable to second century B. C. and belongs to the Hinayana phase of Buddhism. The chaityagriha consists of an entrance door, two side windows, central hall, nave flanked by side aisles (pradikshana) on either side separated by a row of 23 pillars and a stupa , the object of worship.The chaityagriha exhibits reproduction of wooden architectural styles, in the form of inward tapering octagonal pillars, evidence of fixing wooden beams ; rafters, etc. The chaitya was in use during later period also as indicated by the sculptures of Buddha on the facade and side walls facing the court. Inside the chaitya is seen two layers of paintings, the earlier dating back to the second half of 1st century B. C. and the alter to 5th – 6th centuries A. D. Cave 9 – One of the earliest prayer hall caves, notable for its arched windows that let softly diffused sunlight in the cave.This Theravada cave also features a large stupa. CAVE 10 In April 1819, John Smith, a British Army Officer noticed the huge arch of this cave from the view point which ultimately led to the discovery of Ajanta Caves. This cave is the earliest chaityagriha at Ajanta. A Brahmi inscription on the facade dated to the 2nd century B. C. reads ‘Vasithiputa Katahadiâ₠¬â„¢. The cave (30. 5 X 12. 2 m) consists of a large central hall, nave flanked by two aisles (pradikshana) separated by a row of 39 octagonal pillars and a rock stupa at the apsidal end, the object of worship.The cave consists of two period of paintings, the earlier dated to 2nd century B. C and the later 4th – 6th century A. D. Two Jataka stories of this period have been identified, namely, the Sama (Shama) Jataka and the Chhaddanta Jataka. The later period paintings contain Buddha figures in various poses mainly over the pillars. Cave 10 – Theravada prayer hall, thought to be the oldest cave temple at Ajanta, dating to the 2nd century BC. CAVE 11,12,13,14-PG 15, CAVE 11 This monastery (19. 87 X 17. 35 m) datable to beginning of fifth century A. D. onsists of a hall with six cells and a long bench, a pillared verandah with four cells, a sanctum sanctorum. Buddha in preaching attitude is housed in the sanctum against an unfinished stupa. Few paintings that available h ere depicts Bodhisattvas, figures of Buddha, etc. CAVE 12 This Hinayana monastery consists of a hall (14. 9 X 17. 82 m) the front wall is completely collapsed sided by twelve cells arranged on three sides. An inscription on the back wall of the monastery records the gift of this cave by one merchant Ghanamadada and palaeographically datable to 2nd – 1st century B. C. erhaps slightly later than Cave 10. The cell frontage are decorated with chaitya window motifs above the door opening. CAVE 13 This is a small monastery and belongs to the first phase. It consists of an astylar hall with seven cells on three sides. The cells are provided with rock-cut beds. CAVE 14 This unfinished monastery (13. 43 X 19. 28 m) was excavated above Cave 13 at a higher level. It was originally planned on a large scale. The depiction of sala bhanjikas on the top corners of doorway is beautifully depicted. Cave 15,15a,16,17-pg 16,17,18 CAVE 15 The monastery (19. 62 X 15. 8 m) consists of an astylar ha ll with eight cells, an antechamber, sanctum sanctorum and a pillared verandah. The sculptural depictions include Buddha in various postures, seated Buddha on simhasana inside the sanctum sanctorum. The traces of paintings indicate that it was originally painted. CAVE 15A Smallest of all the excavations at Ajanta this cave consists of a small central astylar hall with one cell on three sides. The front wall had an inscription in shell characters (which is now lost). The hall is relieved with chaitya window pattern rising from vedica pattern. CAVE 16According to an inscription found here, the excavation of this cave was caused by Varahadeva, the minister of Vakataka king Harishena (circa A. D. 475-500). The cave (19. 5 X 22. 25 X 4. 6 m) which is a monastery consists of a central hall surrounded by 14 cells on three sides, vestibule and a sanctum for Buddha image. The important painted themes depicted are the conversion of Nanda; Miracle of Sravasti; Maya’s dream; and certain incidents from the life of Buddha. The Jataka stories depicted are Hasti, Maha-ummagga, Maha-sutasoma. Painted inscriptions can also be noted inside the caves. CAVE 17A Brahmi inscription found here records the excavation of this cave by a feudatory prince under Vakataka king Harishena. This monastery (34. 5 X 25. 63 m) consists of a spacious hall surrounded by 17 cells on three sides, a vestibule and a sanctum containing the image of Buddha. The cave houses some of the well preserved paintings of the Vakataka age that includes Vessantara Jataka (right of door), a huge and gigantic wheel representing the ‘Wheel of Life’; flying apsara (to left of door), subjugation of Nalagiri (a wild elephant) by Buddha at Rajagriha, Buddha preaching to a congregation.The Jatakas depicted here are Chhaddanta, Mahakapi (in two versions), Hasti, Hamsa, Vessantara, Maha-Sutasoma, Sarabha-miga, Machchha, Mati-posaka, Sama, Mahisa, Valahass, Sibi, Ruru and Nigrodhamiga. Cave 18,19,20,21-pg 19,20 CAVE 18 This consists of a rectangular excavation (3. 38 X 11. 66 m) leading into another cell. The hall has two pillars with moulded bases and octagonal shafts. CAVE 19 This chaityagriha (16. 05 X 7. 09 m) is datable to fifth century A. D. and could be the gandhakuti. The stupa is carved with a standing image of Buddha 7.This cave is known for it sculptural grandeur of the facade and particularly the two life size Yaksha images on either sides of the chaitya vatayana (arch). The hall has painted depictions of Buddha in various postures. CAVE 20 A pillar less monastery consists of hall (16. 2 X 17. 91 m) cells, sanctum sanctorum and a pillared verandah datable between A. D. 450 and 525. A Brahmi inscription in the verandah records the gift of the mandapa by one Upendra. Buddha in preaching attitude is housed in the sanctum. The sculpture of seven Buddhas accompanied by attendants is another important sculptural panel in this cave.CAVE 21 This monastery (28. 56 X 28. 03 m) cons ists of a hall with twelve pillars and twelve cells on three sides, sanctum sanctorum, pillared verandah (pillar’s restored now). Buddha seated in pralamba-padasana is carved on the back wall of the shrine.The sculptural depiction of Buddha in different forms, painted figures of Manushi-Buddhas with Maitreya can be noticed here. CAVE 23 This is an unfinished monastery (28. 32 X 22. 52 m) and consists of an astylar hall, sanctum sanctorum, antechamber ; side cells and a pillared verandah. The cave is known for the rich decoration of pillars and pilasters and the naga doorkeepers. CAVE 24 This is an incomplete monastery (29. 3 X 29. 3 m) and second largest excavation at Ajanta after Cave 4. The plan consists of a hall with pillared verandah and sanctum sanctorum.A chapel with pillared porch is excavated outside the verandah. The sanctum houses a seated Buddha in pralamba-padasana. CAVE 25 This monastery (11. 37 X 12. 24 m) consists of an astylar hall, pillared verandah and an enclosed courtyard and excavated at a higher level. Two cells are noted on the left end of the verandah and the hall has no cells. The hall is devoid of shrine. CAVE 26,27,28,29-PG 22/PG22,23 CAVE 26 This chaityagriha is quite similar to Cave 19, but of a larger dimension (25. 34 X 11. 52 m) and more elaborately and exquisitely provided with sculpted figures.An inscription (A. D. 450 – 525) found on the wall of the front verandah records the gift of this chaityagriha by a monk Buddhabhadra, a friend of Bhavviraja, a minister of the king of Asmaka (Vidarbha). The chaityagriha consists of a hall, side aisles (pradikshana) and a rock-cut stupa front by an image of Buddha. The facade, the inner pillars, the triforium (between pillars and roof arch), aisles side walls are extensively carved with images and decorative designs. However, the most striking and prominent image is that of Mahaparinirvana of Buddha on the right aisle wall nd the assault of Mara during Buddha’s penance adorns the same wall. CAVE 27 This cave could have been part of Cave 26 and it consists of two storeys, the upper one partially collapsed. The monastery consists of a hall with four cells, antechamber and sanctum sanctorum. Buddha in teaching attitude is housed inside the sanctum. CAVE 28 This is an unfinished monastery of which only the pillared verandah was excavated. you are what you eat essays People are, as the expression goes, what they eat. After all, the muscles in a persons body, and the blood flowing through their veins, are all supplied by the food that he or she consumes. Understandably, these foods would also have an effect on the way the brain functions. The foods we eat have measurable effects on the bodys performance, they may prove to have an even more critical influence on how the brain handles its tasks. The idea that the right foods, or the natural neurochemicals they contain, can enhance mental capabilities such as by defusing stress. (Blun 2) In the 1970s, Dr. Richard Wurtman of MIT and his graduate student, John Ferstrom, discovered that the nutrient composition of a meal affects the brains neurotransmitters, substances that control nerve impulses. They also found in rats, that the neurotransmitters dopamine and serotonin had great involvement with food intake. Dr. Wurtmans wife, Judith, later found that the carbohydrate content of a meal might influence dopamine and serotonin synthesis. Dopamine is related with alertness; it is used for fast reflexes, mental energy, and to assist in problem solving. Serotonin helps a person deal with stress. When the brain uses serotonin, feelings of stress and anxiety are replaced by a sense of tranquillity, often to the extent of somnolence.(Trankina 2) Serotonin is a composite of tryptophan, an amino acid that is found in food. The most simplistic way to obtain tryptophan is by consuming a high-carbohydrate meal, and avoiding foods containing protein and fat. (1-3) People in general are better able to cope with stress when their diets are high in complex carbohydrates. Many people misconstrue helpful, complex carbohydrates with sugary, refined carbohydrates. CREATING A NARRATED BOOK TRAILER I wanted a book trailer to promote my third picture book, Silly Frilly Grandma Tillie, illustrated There were two books I consulted before undertaking the creation of the trailer: Katie Daviss ebook, â€Å"How to Promote Your Children’s Book† and Darcy Pattison’s ebook, â€Å"The Book Trailer Manual†. My goal wasn’t to replicate the text of the story in the trailer, but to give viewers a feel for the characters and the plot in a very short space of time- an oral summary. The publisher’s blurb for the book was a helpful starting point but it was directed to adults. My script needed to be more child friendly and shorter. Both Davis and Pattison recommend keeping trailers to a minute or less; Pattison says images should not be on screen for more than five seconds. The final (I thought) version of the script read like a mini-movie- for each â€Å"scene† was a visual image (one of Anne Jewett’s fabulous illustrations), followed For those who are technologically challenged, like me, the website lynda.com is a good source for tutorials on using iMovie and Garage Band- a month of lessons was well worth the twenty-five dollar fee. Recording voiceovers in GarageBand is relatively simple- follow a few steps and controls will appear with record, play and rewind functions that operate like any standard recording device. Though the editing options on GarageBand are much more detailed, even a non-techie like me could easily shorten or remove sections of audio clips. The greater challenge was getting my voice right. Writing each line of script on a notecard and taping the notecard to the top of my screen was helpful, as were underlining the words I wanted to emphasize and indicating whether my voice should rise or lower at the end of a line (professional voice artists definitely deserve respect). Despite all this work, when the audio was incorporated into iMovie, there was a major problem- my audio still took up too much space. I eliminated some sound effects and some spoken lines. To more easily match the length of the narration with the corresponding image, I recorded the voiceovers directly in iMovie. This again was simple to do- select the microphone image and click on the record button. There is a three second delay until the recording begins. Repeating the first word of my line several times during this delay helped eliminate awkward pauses and throat clearing noises when I began speaking. The process of creating a narrated book trailer for the first time took many hours, but it was well worth the effort. In Donoghue vs. Donoghue (1932), ju dge Atkin stated that a neighbour is not a person with whom one has physical closeness but one that is likely to be affected by the other person’s actions. The third principle of Caparo case states that a person can only be held to owe a duty of care if doing so is reasonable, fair and just. In the case of Helen vs. Metro plc, it was reasonable fair and just that the defendant ensured that the claimant and other passersby were not at risk. On the other claim of losing her earnings, Helen cannot blame Metro Plc this is because she spent more time in hospital because she was not served on arrival. Metro Plc could not have foreseen that she could have lost her earnings as a result, of their actions; therefore, they do not owe them a duty of care. In Spartan steel and Alloys Ltd V Martin & Co. Ltd (1873) it was held that economic loss can only be recoverable only if it results from physical damage that was caused by the defendant’s negligence (Harpwood, 2000). Helenâ€℠¢s claim against Hubble & Co. In this case, Helen is the claimant from Hubble & Co for negligence this is because she relied on the report that Hubble & Co prepared to buy more shares, and this led her into losing money since Bubble &Co’s report was wrong. It does not feel right to us because we have a tendency to look for justice in the sense of the single human instead of the group. It is also so easy to see that the company is not only concerned about the employee but that this is a serious illness brewing and if allowed to continue will be a large burden on the resources of the company so in the end the decision is meant to protect the employee, the company and employees of the future. The article explained that fasudil has been used in experiments for the treatment of vasospasm and angina but not for learning and memory. Hydroxyfasudil is an active metabolite of fasudil. The study subjects were 27 rats who were 17 months old and 18 months old at the time of actual behavioral testing. Specifically, the study used Fischer-344 male rats who were bred at the aging colony of the National Institute on Aging at Harlan Laboratories (Indianapolis, IN). All the rats were acclimatized before the actual experiment according to IACUC standards and all the procedure done were with the approval of the local IACUC committee. NIH standards were followed. The study was done in Arizona State University. The study grouped the rats into three experimental groups. The first group of rats received saline and was labeled as the â€Å"aged vehicle† group. The second group received 0. 1875 mg hydroxyfasudil and was labeled as the â€Å"aged low dose† group. The third group received 0. 3750 mg hydroxyfasudil and was labeled as the â€Å"aged high dose† group. Of the 27 rats, nine belonged to the â€Å"aged vehicle† group, another nine rats in the â€Å"aged low dose† group, and another nine rats in the â€Å"aged high dose† group. Since hydroxyfasudil has a half-life of around 5-7 hours in humans, the drugs were all administered in the morning before behavior testing was done. All injections were given by subcutaneous injection at the scruff of the neck of the rat. All experimenters who performed the behavioral testing and succeeding dissections of the rats’ brains were blind to the respective treatment groups of the rats. The behavioral testing used the Water Radial Arm Maze to test working and reference memory, and the Spatial Reference Memory Morris Maze to test for spatial learning and memory. The performance of the rats in these two mazes were compared and used as basis as to whether cognitive functions were enhanced or not with the administration of hydroxyfasudil. What did they find and what does that mean? 4 pts The results of the behavioral testing done using the water radial-arm maze, the â€Å"aged high dose† group was superior in all measures evaluated: learning index scores for total errors, working memory correct errors, and working memory incorrect errors. For the other two m easures, the group still had a higher learning index but no longer marginally, but intermediate between the â€Å"aged high dose† and â€Å"aged vehicle† groups suggesting that the relationship may be dose-dependent. Another important result noted was that hydroxyfasudil did not significantly alter spatial reference memory performance in either maze. 5) What implications do these results have for future research? What should they look at next? The implications of study would mean that if hydroxyfasudil can inhibit events that influence cognition, the next step would be to confirm this in result in a larger number of mice or even in rabbits. They should also look into the side effects of hydroxyfasudil and a good start would be to look for the same side effects found in its parent compound which is also being currently studied. ) Does this study reveal anything that could be useful to society (the general population, not science), and if so, what is it? This study showed that if hydroxyfasudil does improve cognitive function by improving spatial learning and memory, then science has found another possible answer to age-related or neurodegenerative-related memory dysfunction. To put it simply, hydroxyfasudil, if safe and effective in improving spatial learning and memory, will help patients who suffer from age-related or neurodegenerative-related memory dysfunction. ) What are some possible confounds or errors that this study should have controlled for, but did not? Essentially, what would make this a better study? In my opinion, this study was a good one with very negligible confounders. One thing that might have made the study better though was the possible side effects of hydroxyfasudil on the short term and also long term. 8) What did you learn that you did not know before? What did you find most interesting? I found that fact that such a drug as hydroxyfasudil being a possible treatment for those suffering from age-related memory dysfunction, fascinating. I did not know this until I read this article. If it is indeed a possible cure, many people all over the world would live a better life in their advanced age since their memory will serve them better and they will depend less on their children and thus, have a less likely chance of being placed in homes just because families have difficulty caring for them.

Reform Measures in Healthcare Within a rapidly expanding global community, evolving economies and social structures challenge local governments to reform and revise historical practices in more supportive and efficient manners. New public sector management aligns explicit standards and objectives with a ‘hands on’ management technique dedicated to generating tangible outputs and improving efficiencies. Global leaders in such progressive policies recognize that convergence between nations as well as internal organisations continues to evolve public policy towards cohesive and translatable objectives. Recognizing the multinational variability inherent in public sector modernisation, the OECD (2003) reminds that oftentimes systemic differences and public transparency offer significant challenges to integrating such convergence methodology. Yet policy evolution challenges governing bodies to recognize the benefits of actively participating within the public sector and defining the nature of organisationa l compartmentalisation as well as establishing a participative role within a much broader multi-national enterprise. Perhaps one of the most researched models of public sector management, the health care sector offers a challenging, yet essential participle to works programmes that are increasingly becoming a staple of humanitarian necessity. Goddard and Mannion (2004) recognized that governance systems evolve around a hybrid of vertical and horizontal methods, each imposing unique performance expectations on the constructs of public programmes. The former, a mode of authoritative control from a central body, enables dissemination of ideologies and performance expectations across a broad range of coordinated operations. More autonomous by nature and open to rapid evolution, under horizontal initiatives, local programmes are responsible for performance initiatives, oftentimes competing and collaborating with their counterparts throughout the process. Both the UK and China have integrated varied representations of such programmes as modes of reforming their health care initiatives. While similarities and natural convergence exist in practice and policy, the historic path towards improved public programmes has undergone dramatically divergent modes of operation. The following sections compare and contrast such evolution, recognizing the opportunities for future reform as health care reform becomes an increasingly volatile political topic. In order to appropriately consider reform measures, government leaders must actively consider the benefits of decentralisation and potential for accountability protocol in spite of divergence. Davies, et al. (2005) challenge that it is important to the reform process to explore the advantages of increased competition prior to policy implementation; from this proactive, analytical standpoint, national leaders can actively direct their performance expectations in a result driven programme. Given the objectives of disggregation, performance contracting must integrate a multi-dimensional structure, one which becomes innate within corporate procedures, policies, and activities, and is regularly audited for compliance (Talbot, et al., 2000). Those nations who establish firm programme objectives prior to implementation will allow a variety of targeted studies, including convergence comparisons, future feasibility protocol, and concise results analysis. Within the UK reform system, the Natio nal Health Service (NHS) has been designed with performance measurement guidelines strictly integrated into its foundation. Specifically, the formation of Foundation Trusts, a type public-private partnership, has enabled regulation through achievement of performance objectives directly related to both economic and social expectations (Goddard and Mannion, 2004). A form of both vertical and horizontal control, such foundations provide for accountability along government sponsored programme lines as well as intra-network through their partnerships with other trusts. Talbot, et al. (2000) recognize that once agency control has been extended outside of the locus of governmental control, regaining oversight and returning operations to an internal government function is both difficult and oftentimes detrimental to the success of the programme. For China, however, this locus of control has presented a much more dire challenge, as redistribution of power to local authorities in the 1990â₠¬â„¢s represented a dramatic decline in health care coverage and a lack of social equity in opportunities. Historic challenges within the public sector reform initiatives are directly linked to a relaxed sphere of governmental control, one which is deeply seeded in a loss of democratic abilities, diverse and incongruous organisational formats, and coordination failures (OECD, 2004). Perhaps one of the most integral but challenging objectives of public sector reform is that of economic benefit and appropriate balances throughout a developing system. Between 1978 and 1990, the Chinese government, realising that medical subsidies were limiting economic growth, reduced government spending from 32% to 15% of GDP revenue (Blumenthal and Hsiao, 2005). Palmer (2006) notes that in the UK, health care expenses currently account for around 7 percent per annum of English GDP and is expected to increase to around 8 percent over the coming five years. In spite of the dedicated capital flow, historic Chinese health care relied on an inefficient system which was eventually devolved to local governments and provincial leaders, dramatically adjusting the available financing within poorer rural areas (Blumenthal and Hsiao, 2005). In fact, recent data from the Chinese Ministry of Health demonstrates that spending per capita throughout urban areas is over 3.5 times that of rural are as, underling the subversive mechanisms of public sector divergence and reform efforts (Chinese Health Statistical Digest, 2005). Under the reformed UK NHS system, such deficiencies are idealistically reduced through a system of weighted capitation and demand-side reform (Department of Health, 2005). The long term objective is to impose efficiency standards on PCT’s in an effort to regulate the dispersion of funding across large geographical areas. In this way, both urban and rural participants receive equitable treatment and humanitarian interests are maintained in spite of social standing. The recent revision to the Chinese health care plan boasts similar principles, placing citizen services before profit and transitioning its national healthcare system to one of non-profit status (Juan, 2008). Unfortunately, a programme which is primarily reliant on tax surplus and participant fee payments will flounder within the overwhelming needs of a rapidly expanding global power. One method that evolving governments have actualized rapid growth and economic stability is through public private partnerships and privatisation. Hsiao (1995) notes that given the radical shift away from governmental funding, market-oriented fee based systems became normative throughout China, thereby reducing the propensity of rural poor to pursue inoculations and more common medical treatments due to an overwhelming cost basis. The modern Chinese system purports a much more inclusive focus, challenging consumers to participate within the reform mechanisms and have a voice in government initiatives (China Daily News, 2008). Yet even under the reform measures within the NHS system, citizen vocalization remains a key point of debate, as a recent survey generated less than favourable results for the progress over the past several years. Ultimately, the challenge to the governing organisations is to allow a participative structure with accountability protocol for local commissioners wh o fail at their expected duties (Department of Health, 2008). Returning oversight to trusts and local authorities and expanding focus away from private finance initiatives and privately managed health care systems will continue to redress the challenges of performance achievement and social participation. Privatisation within the Chinese medical infrastructure has dramatically altered the quality and cost basis of medical services, undermining the needs of a financially burdened population, and evading governmental oversight due to limited performance evaluations and control mechanisms (Liu and Mills, 2002). Similarly, Dummer and Cook (2007) challenge that the Chinese regime moves towards a privatised and market-based economy of health care has led to inequity and inefficiency in the health service system, directly undermining the expected performance results achieved by international counterparts. Considerations within public sector often revolve around government oversight and market partnerships which sustain broad focus objectives and offer progressive reform stability. One evolution of the NHS system which has a occurred as a result of the 2004 and 2006 white papers is the introduction of community health care, and most importantly, a predictive structure which integrates both local preventative care facilities with hospital services (Palmer, 2006). Exemplary of opportunism within private practice, within its historic format, Chinese practitioners have been encouraged to utilize more sophisticated methods of diagnosis and treatment (and by nature, more costly) as government subsidies actively reduce the cost of more fundamental treatments in order to extend medical opportunities to all classes of citizens (Wagstaff and Lindelow, 2008). Lakin (2005) reminds that within developing nations, natural inadequacies within the regime structure oftentimes encourage the integration of agency initiatives and public works management. An evasion tactic, agency integration offers an exodus from bureaucratic inefficiencies, thereby benefiting both social and economic development at a much more rapid and effective pace than government oversight can offer. Under the reform mechanisms set in motion in the NHS system, general practitioners (GP’s) are offered incentives for reducing the number of unnecessary hospital referrals and maintaining an appropriate geographic area for patient distribution (Palmer, 2006). Chinese reform mechanisms challenge practitioners to ensure appropriate distribution of the patient base, limiting hospital visits to those scenarios which require complex solutions not actionable at their local clinic or GP (Juan, 2008). The nature of reform is one which continues to evolve as public interest and more efficient solutions become visible through experience and convergence. The OECD in their 2004 Policy Brief reminds that the impetus for public administration should be one founded on governance and not the narrowed and limiting principles of managerial oversight. This secondary nature defines the nature of policy implementation, and as public programmes are expanded to include private partnerships, governance becomes a fundamental utility which is directly linked to well defined performance categories. In the 1970’s over 90% of rural Chinese workers were covered by the cooperative medical system (CMS), most of who lived within 1.5 km from a township health centre (Dummer and Cook, 2007). Other schemes, the labour insurance scheme (LIS) and the government insurance scheme (GIS) covered the broad scope of other Chinese citizens in varied employ, ensuring that medical coverage was generally free and government subsidised (Dummer and Cook, 2007). Figures show that by 2003, 80% of China’s population (640 million people) lacked health insurance and even those who were represented by agency coverage were increasingly challenged to cover a higher percentage of their own medical expenses (Anson and Sun, 2002). Similar challenges have evolved throughout the reform process of the NHS system, as available resources are inefficiently distributed among the population resulting in increased waiting times and misdirection of care due to resource allocation. Researchers note that within the current NHS reform mechanisms, the vertical alignment of performance creates an inequitable system within which primary care trusts (PCT’s) are challenged to meet efficiency expectations outside of their capacity (Palmer, 2006). Each representing a unique and politically charged challenge within the scheme of socio-economic expansion, the case studies of both the UK and China offer remarkable insight to the volatile and unpredictable world of public health care programmes. Ultimately, the nature of convergence, an informed collaboration across international borders will install comparable programmes within each system of operation; however, the nature of social and political environments ensures that public sector management techniques will remain unique to each governmental agency. Specific opportunities for policy reform do linger within each political structure, challenging conventional techniques and perceptions to evolve to meet public demand. First and foremost, the continued partnership with private enterprise will enable rapid evolution of public programmes for both nations in spite of their stages of development. By nature, the capitalisation of government programmes is dependent on the support of t he public; recognizing this frailty, government partnerships will continue to offer modes of revenue generation without directly affecting a hypersensitive community. Secondly, equity across geographic areas is essential to the principles of supportive health care programmes. The failures within both structures are inherent in the definition of equity itself, in that it can no longer be taken as a literal term. Communities with larger populations must be availed of a larger budget for health care provision; whereas those communities who are more rural and of smaller makeup may receive a more limited budget, the opportunity for expanding such funding given varied annual trends should be readily available. Finally, global insight recognizes that preventative care is a means to life preservation and progressive health care practices which fundamentally improve health by active methodology. Both nations already recognize the substantial cost savings from reducing the number of practitio ner visits through preventative awareness and care; therefore, revised programmes should place this educated perspective at the forefront of policy, actively ensuring that doctors and care providers are able to encourage such opportunities for wellbeing. While fully integrated convergence in a globalised community is an unrealistic ideal, the potential for collaborative development and multi-national partnership remains a worthy accompaniment to foreign policy. As health care programmes evolve and reform worldwide, the nature of humanity is one of wariness and rejection; through new public sector management practices, the potential for rapid assimilation and supportive expansion becomes a readily attuned mode of unprecedented participation.
